HOW CAN EXPATS REGISTER A BABY’S BIRTH IN DUBAI?
Here are the steps on how to get a birth certificate in Dubai.
STEP 1: GET A BIRTH CERTIFICATE
After a child is born, expatriate residents have 30 days to apply for a birth certificate in Dubai.
For the concerned authorities to issue a birth certificate in Dubai, expat parents will have to submit the following documents:
- A stamped and certified, copy and original of the birth notification and discharge summary from the hospital where the delivery took place
- Original marriage certificate that has been attested and translated in Arabic
- Copies and originals of father’s and mother’s passports or original Emirates IDs
If your child was not born in a hospital in Dubai, in addition to the above documents, you will need to submit a letter from the court stating that the delivery took place at home or elsewhere, including the place and date of birth and parents’ names.
In cases where the child is born inside the UAE and the father is not a resident of the country, the following, the documents are required:
- Certified marriage contract
- Declaration from the wife confirming continuity of the marriage
- Certified copy of the husband’s passport, or a letter from the embassy stating the father’s nationality, or a declaration from the husband attested by his country’s embassy, establishing his relationship with the child
If the child is born in any of the public hospitals in Dubai, parents can apply for an Arabic birth certificate at the dedicated counters in the hospital. Dubai Hospital, Rashid Hospital and Latifa Hospital, all have counters that issue Arabic birth certificates in Dubai.
If your child is born in any of the private hospitals in Dubai, you can get a birth certificate by visiting the Service 1 Center in Emirates Tower or the Preventive Medicine Centre in Al Baraha. These two centres can issue English birth certificates if required by the parent.
If you want to apply for a birth certificate online, you can do it through the MOHAP website’s e-services portal. The MOHAP portal can issue birth certificates online in Arabic or English.
Once these documents are submitted and verified, the birth certificate will be issued by the respective authority. This process usually takes 2-3 days and requires parents to visit the respective centre to collect the birth certificate.
STEP 2: GET THE BIRTH CERTIFICATE ATTESTED
After issuing the birth certificate, the next step is to get this document attested by the Ministry of Health and Prevention (MoHAP) and the Ministry of Foreign Affairs and International Cooperation (MOFA).
For the attestation of birth certificates in Dubai, it is recommended that you go through a typing centre. The typing centres in Dubai will be able to correctly facilitate the process.
STEP 3: ISSUE THE IDENTIFICATION DOCUMENTS
After the birth certificate has been attested, it’s time to issue the passports, Emirates ID and visas of the newborn. These procedures must be completed within 120 days of the baby’s birth.

HOW TO APPLY FOR A BIRTH CERTIFICATE IN DUBAI FOR UAE CITIZENS?
The process to issue birth certificates for UAE citizens is slightly different. Emiratis do not have to get the baby’s birth certificate attested. They also have a dedicated e-service platform called the Mabrouk Ma Yak to help register new-borns.
STEP 1: GET THE DOCUMENTS READY
Here are the documents required for getting a birth certificate in Dubai for UAE citizens.
- A stamped and certified, copy and original document of birth notification and discharge summary from the hospital where the delivery took place
- Copy and original of the parents’ marriage certificate. (If the marriage took place outside the UAE, the marriage certificate must be attested by the UAE Embassy abroad and the UAE Ministry of Foreign Affairs)
- Copies and original versions of father’s and mother’s passports and IDs
- Copy and original of the family book (if the mother is of another nationality, her passport with the residency page is required)
- If the baby was born outside the UAE, in addition to the above, the following documents are also required:
- Birth certificate attested by the UAE Embassy in the country of birth and the UAE Ministry of Foreign Affairs
- Newborn passport with the entry stamp
- Letter from the Federal Authority for Identity and Citizenship with a No Objection certificate confirming that they can replace the birth certificate issued abroad, with a birth certificate issued in the UAE.
STEP 2: INITIATE THE MABROUK MA YAK SERVICE
Here are the steps to use the Mabrouk Ma Yak service. This service is only applicable to Emiratis/UAE Citizens:
- Once the baby is born, inform the hospital that you want to avail Mabrouk Ma Yak service. They will issue an application following this.
- Then, an SMS will be sent to the registered phone number with a link for the applicant to complete his/her request online.
- Parents can then log into the Mabrouk Ma Yak Service portal and fill in the newborn’s name and upload his/her photo.
- The final step is to pay the fees online
- Once the fee is paid, an SMS will be sent to the parent about when they can visit the General Directorate of Residency and Foreigners’ Affairs. Parents will need to carry their original family book here.
- After visiting the General Directorate of Residency and Foreigners’ Affairs, the parents will receive all relevant identification documents such as birth certificate, passport and Emirates ID of the new-born.

Here’s the cost of issuing a birth certificate in Dubai:
- Application fee on MOHAP website: AED 65 (including e-Dirham charge) for a certificate in Arabic or English
- Birth certificate Attestation fee by the Ministry of Foreign Affairs. AED AED 60 for expats (excludes typing centre charges) and AED 50 for UAE Citizens)
- Typing centre charges can range anywhere from AED 200 up to AED 500, depending on the package you select.
