All about the Emirates Government Services Excellence Program
The Emirates Government Service Excellence program — or the Emirates Program for Excellence in Government Services as it is officially known — was launched in 2011 by the Prime Minister of the UAE and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum.
A similar program is the Sheikh Khalifa Government Excellence Program (SKGEP) which aspires to drive practices of excellence and superior performance in the government sectors of the UAE. The programme is in line with His Highness Sheikh Khalifa bin Zayed Al Nahyan and His Highness Sheikh Mohammed bin Rashid Al Maktoum’s vision to empower the country’s government to excel in its performance, outcomes, regulations and services.
Government Excellence Model
The Government Excellence Model (GEM) promotes organisational excellence and the belief that it is important for acquiring leadership and enabling governments to shape the future.
The GEM is an evolutionary model and is based on three pillars which aim to service all societal levels.
First Pillar – Vision achievement
The first pillar of the Emirati Government Excellence Model covers four main criteria:
- The National Agenda: Focuses on an entity’s role in achieving the government’s vision. According to this model, the government entity partners and coordinates with different entities for the wellbeing of society.
- Main Functions: Focuses on the progress of the government entity in implementing strategic plans regarding the results of projects, supervisory operations and initiatives for the improvement of organisational performance.
- Seven Star Services: Focuses on the extent to which an entity designs, develops and manages services and related processes which lead to satisfied businesses (G2B), individuals (G2C) and other government entities (G2G).
- Smart Government: This criterion measures the extent to which a government establishment implements initiatives, policies and mechanisms that support the transformation to electronic services
Second Pillar – Innovation
The second pillar of the Government Excellence Model is Innovation and consists of two major criteria: Innovation Management and Future Shaping.
- Future Shaping: This measures how UAE government entities improve their intellectual capital, advance toward being a global leader and respond to change using appropriate tools that shape the future.
- Innovation Management: Addresses the role of an entity to set up clear objectives for innovation by applying mechanisms that enforce innovative endeavours.
Third Pillar – Enablers
The third pillar titled Enablers, compromises of three criteria: Human Capital, Governance, Assets and Resources:
- Human Capital: This criterion encourages UAE government entities to create positive, innovative and happy work environments with a focus on attracting and maintaining qualified national competencies.
- Assets and Resources: This measures how effective an entity is in the management of its internal assets and resources while focusing on fulfilling customer requirements and eliminating expenses that don’t add any value in this regard.
- Governance: Assesses overall framework of governance regarding accountability and achieving leading results in strategies communications as well as risk management amongst others.
About the SKGEP
The SKGEP is the first federal government platform the purpose of which is to celebrate and measure performance initiatives in the UAE Federal Government. Established in 2006, the movement works according to an international excellence model by encouraging the launch of various developmental initiatives — all of which are meant to foster a sense of achievement amongst public sector employees in the United Arab Emirates.
Objectives
The Sheikh Khalifa Government Excellence Program aims to achieve the following objectives:
- The development of educational platforms to spread awareness of the Government Excellence Model and its goal of achieving excellence for future governments
- Support and specialised guidance to federal entities in the application of the Government Excellence Model
- The development of necessary skills and capabilities based on the Government Excellence Model
- The use of precise methodologies to assess and follow up of excellence initiatives to enrich improvements in the federal government
Mohammed Bin Rashid Excellence Award
The Mohammed bin Rashid Government Excellence Award (MBRGEA) is part of the Sheikh Khalifa Government Excellence Program since 2009. Considered the most prestigious award for corporate excellence in the country, the award encourages those working in UAE government services and government entities to serve at their best level with a focus on improvements in different levels of society.
For federal entities in the UAE, winning in any category of the award is a commendable achievement as it represents a clear indication of efficient and outstanding performances.
The MBRGEA comprises 26 award categories. It covers both corporate and individual awards that serve the objectives of the Sheikh Khalifa Government Excellence Program in its support of acquiring global competitiveness in all fields. The categories are divided into main awards, awards on the level of criteria, sub awards on the level of principle and the Prime Minister’s Medals. Examples include:
- Leading federal entity
- Best entity in vision realization
- Best entity in future readiness
- Best entity in National Agenda
- The Prime Minister’s Medal for supervisory employee
- The Prime Minister’s Medal for the field of customer happiness
Furthermore, it is mandatory for UAE federal entities to participate in all award categories put forth by the MBRGEA.
