How to get Cenomar in the UAE
Filipinos getting married in the UAE require a Certificate of No Marriage Record (Cenomar). This is an important legal requirement for Overseas Filipino Workers or OFWs and Filipino expats who want to get married in the UAE. Here’s all that you need to know about getting your Cenomar in Dubai, Abu Dhabi and other emirates.
How to Get Cenomar in the UAE
What does Cenomar mean?
Cenomar is an acronym for the Certificate of No Marriage Record issued in the Philippines. The Philippines Statistic Authority (PSA) issues Cenomar, a piece of evidence that a person has never married before. It is also known as the Certificate of No Record of Marriage and Certificate of Singleness. This certificate is required for legalising marriages where both partners are Filipino nationals and even in marriages where only one partner is a Filipino national. The validity of Cenomar is six months from the date of issue.
Definition of Terms
Philippines law differentiates between ‘single’ and ‘unmarried’ persons. A single person is one who has never married while an unmarried person is one who was previously married but has since then been widowed or divorced. A person is also considered ‘single’ if their marriage is annulled or is found to be void ab initio (i.e. not valid to begin with).
Cenomar Requirements
To apply for Cenomar in the UAE, you need to provide the following information to the PSA:
- Complete name and address
- Names of both parents (maiden name of mother)
- Purpose of certification
- Date and place of birth
You must specify the number of copies of Cenomar that are needed. Since you are based in the UAE, you will have to complete the online Cenomar application on the PSA website.
Along with the Cenomar requirements mentioned above, you will have to submit your valid ID, which includes your clear photograph, full name and signature.
How to Get Cenomar Online in the UAE
First, you need to visit the PSA Serbilis website and click on ‘Step 1 – Fill out the online application form.’ In this Cenomar form, you will need to provide all the information listed above, as well as any additional details required.
Once you fill the Cenomar form, you will get a batch request number along with a request reference number.
How to Get Cenomar Online for your Fiance
You can also complete Cenomar online registration on behalf of your partner. For this, you need an authorisation letter for PSA Cenomar so the PSA can deliver the certificate to you. Documents required in this case include:
- Partner’s authorisation letter for Cenomar authentication
- His/her original and photocopied ID
Other documents and requirements are similar to those described above.
What is Cenomar Fee in the UAE?
When you apply for Cenomar from the UAE, the fee is AED 93. Payments can be made via accredited channels (credit card or select banks) on the PSA Serbilis website (Step 2).
How Many Days Does it take to Get Cenomar in the UAE?
After making a successful payment, it takes around six to eight weeks to deliver CENOMAR in the UAE. You can use express courier services, but that will cost more. For instance, the Philippine courier company LBC offers end-to-end document processing for overseas Filipinos. This service takes around four weeks (provided there is no problem with the document), after which the document is delivered straight to your address in the UAE. The price per document is AED 300.
Once you obtain Cenomar, you can submit it along with the other required documents at the Philippine consulate in Dubai or the Philippine embassy in Abu Dhabi. These include the Marriage form, Marriage announcement form and the Joint Affidavit of Witness Form. These documents can be easily downloaded from the PSA website.
The Philippine Consulate has jurisdiction over Dubai and the northern emirates whereas the embassy has jurisdiction over Abu Dhabi and Al Ain. You also need this document if you are planning to get married in other venues recognised by the UAE government.
