What is Tasheel?
Tasheel is a trademark of the Ministry of Human Resources and Emiratisation (MOHRE) aimed at improving the government’s system of dealing with labour processes. About 80% of the UAE’s population comprises of expats from all over the world. This makes up for an increasingly diverse working population that is attracted to the tax-free wages and burgeoning work opportunities in UAE.
With the diversity and the ever-increasing numbers of the workforce, there was a growing need to streamline the workings and pre-requisites of the UAE Labour Law. Tasheel was the outcome of the quest to create a comprehensive platform to deal with everything related to employment in the UAE.
What is Tasheel
Simply put, Tasheel is an online government-backed system that simplifies labour-related processes for both the employer and the employee. Tasheel also encourages a paperless environment, enabling online payments and transactions with the MOHRE.
The system is aimed at increasing the process efficiency and volumes of output. Using Tasheel, companies in the UAE can submit documentation and payments online, without worrying about physical filing.
For the employees, Tasheel ensures that all labour laws are duly upheld. The platform deals with disputes among employers and employees, complaints of violation of employee rights and other discrepancies and issues that may arise.
What is the Tasheel Service Centre
Tasheel services aren’t just available online. The MOHRE has entered into partnerships with the private sector to set up Tasheel service centres across the UAE. These service centres extend hands-on customer service to employers and employees under the set ministry guidelines. All Tasheel service centres in the UAE operate under ministry supervision.
Apart from the regular services provided by the online platform, the Tasheel service centres extend adequate counsel and dispute resolution for labour-related matters. Employers and employees can both visit these centres for help, guidance and advice for the best way forward to resolve any issues.
What Services Does Tasheel Offer
The online Tasheel system and the designated service centres offer more than 15 labour-related government services. These services are broadly categorised into two types.
System Services
Filling forms, submitting applications, making registrations, compiling and printing reports, making payments – these Tasheel system services are designed for convenience.
Transactions
Labour Card
New Labour Card and Mission Labour Card Application – This is an application used to apply for a Mission Card or a Labour Card for the first time. Only employees with a valid Labour Contract and Medical Fitness test are eligible for it.
Modify or Lost Labor Card Application – This application allows you to make nationality, salary or occupation modifications to your existing labour card or apply for a lost Labour Card replacement.
National New Labour Card Application – This application is for UAE nationals applying for a Labour Card for the first time.
Sponsorship Transfer – An employee is required to transfer their sponsorship status when switching from one job to another. The sponsorship transfer form is used for that.
Work Permit
Relative Sponsor Work Permit – The MOHRE requires sponsored relatives to submit the sponsor’s no objection documents when applying for a work permit. The relative sponsor work permit is used for that purpose.
Modify Work Permit – The application allows you to amend the information on your work permit such as your name, passport number and nationality.
Replacement of Work Permit – This application is used when a company replaces an existing employee with a valid work permit with another employee on the same work permit to avoid any additional charges.
Establishments
Company License Renewal – Companies should use this application to renew their Company Trade License.
Other Miscellaneous Forms
Nawakas (Missing) Scanning Documents – This application is used to submit the missing documents required for Labour Card and Work Permit applications.
New Labor Application Cancellation – You can cancel a Labour Contract Application if the employee information in it is incorrect and requires rectification. The system takes an hour to update after cancellation, after which a new application can be filed.
Online Cancellation – This is the application used when the employer wishes to cancel the employment contract and labour card of an employee who is no longer in service.
Salary Certificate – Needs to be filled when the MOHRE requests the employer for salary details of a specific employee(s).
Please note: Most of these services require a valid Transaction Number to be accessed. The system also allows you to prepare transaction batches, view past transactions and print and reprint them if required.
Reports
Company Employee List – With this report, a company can access the employment and personal details of employees as well as the number of workers registered and working for it.
Expired Labour Card List – This report contains all the invalid labour cards registered under a company. These could be labour cards that are cancelled or expired.
National List – The report lists all the national employees currently registered with the company. It includes the person numbers, labour card numbers, salaries and validity for each employee.
Person Information – Using this report, you can generate the basic information about a particular employee.
Owner Role Information – The report is the information on the owner or sponsor of a company registered at the MOHRE. It includes a complete list of trade licenses and their validity registered in the owner/sponsor’s name.
PRO Details – You can use this report to generate basic PRO (public relations officer) information
Labour Card Information – Upon entering the labour card number, you can access the basic and detailed information labour card information report of an employee.
Agent Services
Tasheel agent services are directed for companies/employers who wish to streamline their dealings and transactions with the MOHRE. Agents are appointed by the MOHRE to ensure the provision of hassle-free labour-related services to registered companies.
Their basic job description includes:
- Registering new companies on Tasheel and providing them with a valid user ID and password
- Extending technical support and assistance as and when required by the company
- Training companies on how to use the online Tasheel system
- Ensuring error-free transactions from the client’s end
- Preparing archives for the MOHRE
- Collecting physical documents including applications and forms, before sorting and archiving them via the metro-filing system.

How to File a Complaint through Tasheel
MOHRE complaint online can be filed by anyone – the employer and/or the employee against the other.
Online Filing
- Select “Register Labour Complaints” in the services section on the MOHRE website
- Specify your complaint type
- Enter your details (applicant type, unified number, and work permit number)
- Enter details of your complaint request
- Add evidence and attachments (if any)
- Submit your complaint
- The MOHRE will contact you within a span of 48 hours for dispute resolution
Manual Filing
- Visit your nearest Tasheel service centre and file a formal complaint. You will need a valid passport or an Emirates ID for identification purpose.
- You will receive the complaint application number on your phone, so make sure you give your correct phone number
- Verify your complaint when you receive a verification call from the MOHRE
- Visit the MOHRE representative after you get an appointment for the same and work on the dispute resolution.
When Can an Employee File a Complaint through Tasheel
You can register a complaint to the MOHRE against your employer in case of any violations of employee rights. These may include:
- Withholding of or delays in payment of commissions and/or salaries
- Illegal retention of employee passport by the employer
- Unequal transaction distribution to the staff
- Incorrect calculation of third-party commission value
- Arbitrary termination of employee’s service (abuse of power)
- Other violations

How Many Tasheel Centres Are There In The UAE?
There are a total of 78 Tasheel service centres in the UAE, with around 2,200 counters to facilitate the clients. Out of the 78 service centres, 20 are in Abu Dhabi. Dubai has 32 service centres operating within the city – that’s the maximum number any emirate has. Tasheel Sharjah has 11 service centres. Tasheel Timings and Working Days
Tasheel service centres across the country work six days a week from Saturday to Thursday. You can visit these service centres any time during the Tasheel working hours. Every Tasheel office is operational from 08:00 am to 08:00 pm. Tasheel service centres remain closed on Fridays.

Where Are Tasheel Centres In Dubai?

– Attestation from the Ministry of Foreign/External Affairs in your home country.
– A verification and legalisation of the same by the UAE Embassy or UAE Consulate in your home country.

How can I get passport from company

Thanks for writing to us. According to the UAE Labour Law, an employer cannot withhold an employee’s passport, unless the employee has agreed to the same. You can request your employer for your passport. However, if they still don’t hand it over to you, you can file a complaint with the MoHRE for the same.

I want to ask,what happens in the current situation where the employee’s residence visa expired this month in May 2020,but the employers trade license has expired in march 2020,will the employee has the chance to wait till December 2020 to cancel the Visa and apply for new visa.please advice
