All about Taqyeem
Taqyeem (or Taq-yeem) is one of the many services provided by the Ministry of Human Resources & Emiratisation (MOHRE) in the UAE. It aims to:
- Reduce service delivery times in the UAE
- Improve service quality in the UAE
- Ensure maximum customer satisfaction
- Boost stability in the local labour market
Taqyeem operates according to the regulations and standards of MOHRE with national cadres facilitating employers in the private sector.

SERVICES OFFERED BY TAQYEEM
Representing a partnership between the UAE government and the private sector, Taqyeem encompasses the following areas:
- Registering accommodation of workers in labour camps
- Providing information for workload estimation
- Providing information about facilities as well as the validity and effectiveness of commercial licences and sub-contracts
Taqyeem services benefit more than 35,000 registered facilities that have around 5 million workers. It also guarantees effective service delivery under the Service Level Agreement (SLA).
This is a type of service management system that establishes two-way accountability to service providers through a mutual agreement between companies and their customers. The SLA documents the operational and interpersonal relationships between the two parties as well as expectations and criterion for measuring performance. The overall benefit of an SLA is that organisations that have such agreements tend to achieve higher customer and employee satisfaction.
Service level agreements also facilitate communication, as customers and employees can refer back to the SLA document to clarify how priorities are set and define the maximum time of delivery.
Furthermore, this facilitates periodic performance evaluations. Moreover, Taqyeem UAE ensures compliance with the UAE Government Excellence Program and the service standards defined therein.
The Government Excellent Program follows the vision of His Highness Sheikh Khalifa Bin Zayed Al Nahyan, President of the UAE, and His Highness Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice-President, Prime Minister and Ruler of Dubai to drive innovation and progress in the country.

TAQYEEM CLASSIFICATION SYSTEM
The service classifies companies in the following categories:
CATEGORY 1
This includes fishing boats owned by individuals and companies, members of Emiratisation Partners Club, SMEs and Tadbeer service centres.
CATEGORY 2
- If a company has 40% or more skilled workers of the total workforce and the ratio of the multicultural diversity of workers is more than 50%, it will be classified as Category 2A.
- If the ratio of skilled workers is between 10% and 40% and the ratio of the multicultural diversity of workers is more than 50%, it will be classified as Category 2B.
- If the ratio of skilled workers is more than 5% but less than 10% of the total workforce and the ratio of the multicultural diversity of workers is more than 50%, the company will be classified as Category 2C.
- If the ratio of skilled workers is less than 5% of the total workforce and the ratio of diversity is less than 50%, the organisation will be classified as Category 2D.
- Finally, if a company has less than three workers, it will be classified in category 2B, which also includes companies with four to 10 workers, provided that they have 50% multicultural diversity. If this ratio is not met, a company will be classified as category 2D.
CATEGORY 3
Companies that fall in this category are those that have committed one or more violations as specified by Labor Law.
Note that companies can be transferred from one category to another, provided they meet the requirements.
TAQYEEM JOBS
Along with facilitating the local job market, Taqyeem MOHRE also provides employment opportunities to locals who excel in the field of evaluation.
Specialised Taqyeem careers for national cadres include a fixed salary along with a commission for each transaction. You need to have a university degree to work as a ‘Major’ or ‘Primary Evaluator’ while a high school certificate suffices for the role of ‘Assistant Evaluator.’

DO I NEED TAQYEEM APPOINTMENT FOR WORK PERMIT QUOTA APPLICATIONS?
Yes, if you are applying for work permit quotas for establishments after 3 months of the last Taqyeem entry in the system.
HOW TO APPLY FOR TAQYEEM SERVICES?
One can apply at any of Tasheel service centres in the UAE. The respective service centre will then transfer the application to any Taqyeem service provider and a team of evaluators will visit the work site for Taqyeem inspection. You can also apply through the Ministry’s website and mobile application.
The evaluation team consists of two evaluators, including a university graduate (Major Evaluator) and a general secondary degree (Assistant Evaluator).
WHICH LOCATION DOES TAQYEEM MOHRE COVER?
The geographical scope of this service encompasses all the emirates of the UAE.
WHAT ARE THE SERVICE TIMINGS?
Taqyeem services are available from Saturday to Thursday from 08:00 am to 08:00 pm.
