Services for Employers
MOHRE offers numerous services to employers, ensuring they have a seamless process for efficient workforce management. These MOHRE services include:
Issuance of Work Permit
The Ministry of Human Resources and Emiratisation (MOHRE) issues work permits to employees working within the UAE. The employer can apply for a new work permit by submitting:
- A colour photograph of the employee with a white background
- A copy of employee’s six-month valid passport
- A letter of approval from the relevant authority
- Academic documents authorised by the Ministry of Foreign Affairs of the employee’s home country

Recently, the UAE Ministry has issued a new directive regarding work permits. According to the new policy, men sponsored by their wives can now get a work permit in the UAE.

Reporting an Absconding Worker
In case, an employee absconds without informing the employer, MOHRE grants the employer right to report the case.
For that, the employer needs to submit documents such as:
- A copy of the worker’s passport
- Worker’s residency and visa details
- An original or a copy of the employer’s valid ID card
The service costs AED 315 for all emirates except Dubai. Employers in Dubai can seek this service through Amer centres and the General Directorate of Residency and Foreigners Affairs (GDRFA).
Payment of Fines
Employers can also pay any fine incurred by the domestic worker via MOHRE. To pay a fine, employers must have:
- A copy of the employer’s passport
- An original valid ID card of employer GCC/ resident/ investor
- An original valid ID card of the employee
Furthermore, MOHRE manages other work-related processes as well. For instance, the Ministry:
- Modifies or updates work permits
- Cancels used or unused work permits
- Offers working sites inspection facility
- Updates data on the recruitment system
- Trains job seekers
- Issues or cancel PRO card, licence for brokerage agency or temporary recruitment
- Caters to quota request for establishments with 50 and more than 50 employees
- Carries out periodic inspections
MOHRE EMPLOYEE SERVICES
Apart from facilitating the requirements of employers, MOHRE also caters to the needs of employees in the UAE.
Issuance and Renewal of Absher Card
Absher Card is a discount card offered to UAE nationals working in the private sector in the UAE.
To get an Absher card, you need to:
- Be an Emirati
- Have a registered labour card
- Work experience in one establishment no less than one month
- Be registered in General Authority for Pensions and Social Security or Abu Dhabi Pensions and Retirement Fund
- Have a record of a minimum 3-months of salary transfer through the Wages Protection System (WPS)
After you have applied, MOHRE issues the card within seven working days. Once the card expires, MOHRE automatically renews it in the system without any further application.
Settlement of Salary Issues
To file a complaint pertaining to salary issues, MOHRE asks for application submission via the service’s delivery channels. No documents are required. The worker must also be registered in the company’s database.
MOHRE usually resolves salary issues within 14 working days for private sector employees.
Bank Guarantee Liquidation
The service helps labourers get a payment on behalf of the beneficiary.
To get this service, employees need to have:
- Court ruling of liquidation
- Settlement document by the legal team to liquidate the guarantee and approval of the employer
To initiate the service you must follow the steps detailed below:
- Present the court letter to the Labour Relations Section stating the
a bank guarantee in favour of the labour - In case of the absence of a court judgement, the bank guarantee will be invoked based on the employer’s decision
The outcome is communicated in 3 working days.
Follow-up on Occupational Injuries and Accidents
MOHRE also ensures employees get coverage from their respective employers, in case of any occupational hazards. To avail of this facility, employees must have:
- Labour contract
- Medical report from the Health Authority (Abu Dhabi) determines the disability percentage.
The response to such requests comes within 5 working days.
Additionally, MOHRE inspects the work environment, caters to inquiries and investigates complaints. Both employers and workers have the right to initiate MOHRE labour complaints. MOHRE Trademarks
Twafouq
Twafouq serves as a mediator between employers and workers. It resolves issues between the two parties by answering legal enquiries and investigating the merit of their complaints. With centres across the entire UAE, the fast-track MOHRE dispute centre settles labour issues within 10 working days.
Tasheel
Tasheel is an online system by MOHRE aimed at simplifying payments and transaction processes for both employers and workers. The government-backed system enables employers to complete various processes including the application of a labour card and work permit, submission of missing documents and cancellation of the employment contract.
MOHRE Tasheel service centres are located in Business Bay, Muraqqabat and Deira.
Taqyeem
Taqyeem is a segment of MOHRE that strives to enhance workforce stability in the UAE. It provides information about sub-contracts and the validity of commercial licences and enables the registration of labourers in the labour camp system. Taqyeem facilitates over 35,000 workers in the country.
Taw-seel
Taw-seel is a range of mobile and innovative service centres that cater to those who often – due to personal or professional commitments – can’t visit the government centres. With a large fleet of well-equipped cars with state-of-the-art technology and a customer representative onboard, Taw-seel assists in the issuance of business licences, provision of employment opportunities and other services licenced by MOHRE.
Tawjeeh
Tawjeeh is a service centre built to preserve the interests of both employers and employees. It offers information about the UAE labour law and its prerequisites by organising training sessions and distributing leaflets and flyers. Tawjeeh also grants work contracts and permits.
Tadbeer
Tadbeer is a smooth, transparent and centralised system to employ domestic workers in the UAE. On one hand, the service centre takes care of the rights of the workers while on the other, it ensures the safety and security of the households hiring them.
Tadbeer manages sponsorships, health insurance for domestic workers and the resolution of conflicts between the two parties.
MOHRE Initiatives
MOHRE Tawteen Program
The Ministry has introduced the National Program for Emiratisation (Tawteen), enabling UAE Nationals to take up jobs in the private sector. Anyone who has a citizen ID and is between 18 – 60 years old, can seek assistance from this portal.

- Click “Register a new user”.
- Complete the required fields in the registration form

Once done, you will receive a text message on your phone or e-mail with the username and password to confirm your registration.
For employers, there is an option to be a part of Tawteen Partners Club which increases the chances of employers to find the right candidates. There are three membership options:

- Gold Class
- Silver Class

MOHRE has set up an online portal called eNetwasal for employees and employers. The MOHRE e-enquiry portal offers the facility to check salary certificate work permit, labour card status online and more. To avail these services, you must have MOHRE registration.
