The Kingdom of Sheba Resort project, launched in 2006, has undergone significant changes since its original master plan. Originally, it was intended to be managed by Fairmont Hotels & Resorts and comprised 5 distinct elements: Residences, Hotel, Private Residence Club, Vacation Club and a Souq (Retail Plaza). The completion target was set for 2010.

The residential component, Balqis Residence, was designed to include 300 sea-facing residences ranging from villas and townhouses to penthouses and apartments. Fairmont Heritage Place, Kingdom of Sheba, was introduced as a private residence club with 50 luxury duplex apartments, featuring sea views and private terrace pools.
