The Kingdom of Sheba Resort project, launched in 2006, has undergone significant changes since its original master plan. Originally, it was intended to be managed by Fairmont Hotels & Resorts and comprised 5 distinct elements: Residences, Hotel, Private Residence Club, Vacation Club and a Souq (Retail Plaza). The completion target was set for 2010.
The residential component, Balqis Residence, was designed to include 300 sea-facing residences ranging from villas and townhouses to penthouses and apartments. Residents were promised access to a shared private beach club, boutique dining areas, fitness facilities, communal pools, and upscale amenities. Fairmont Heritage Place, Kingdom of Sheba, was introduced as a private residence club with 50 luxury duplex apartments, featuring sea views and private terrace pools. Fairmont Kingdom of Sheba Hotel, a 550-key hotel, was designed to provide extensive conference facilities and outdoor leisure amenities. Fairmont Vacation Club, Kingdom of Sheba, aimed to be Dubai’s first purpose-built Vacation Club, offering 100 units in various configurations. The Kingdom of Sheba also planned to include an exclusive Souq (Retail Plaza) with a wide range of boutiques and restaurants.

After a long delay, it was 2014 when IFA HR made the first announcement regarding the availability of properties for sale in Balqis Residence (the first and initial phase of Kingdom of Sheba). The offering includes 4 villas, 15 apartments, and 1 penthouse, signifying the beginning of property sales in the Kingdom of Sheba project. Completed in 2018, Balqis Residence is now developed into a mixed-use residential and serviced apartment complex covering an area of 1,478,000 sq ft.
