One such useful initiative is the Mollak system, an online payment system that helps regulate properties under joint ownership. Let’s discuss how this portal works and how it can be useful for property owners in Dubai.
Understanding Mollak Dubai
When owning a residential property, owners are required to pay a service charge, a recurring fee that covers the property’s upkeep and maintenance costs.
One way to pay this fee is through the ‘Mollak’ system, a payment gateway for jointly owned properties. Created by RERA and DLD, this service offers transparency in owner’s associations, helping them track their escrow accounts and service charges. In addition, it enables the registration of maintenance companies, allowing unit owners to pay their charges and avoiding any inconveniences.

- Registration of owner’s associations
- Registration of management companies, their employees, and management contracts.
- Enrollment of properties, financial institutions, banks, and statutory financial auditors.

USING MOLLAK
Registering owner’s committee
Co-owners of properties should be registered on Mollak to access their property’s service charges.
To register as a property owner on Mollak, each individual must submit their photo, approval on the owner’s committee’s declaration of compliance with ethical guidelines, and a DEWA bill copy. For commercial units, the commercial license copy should be shared, too.
Go to the DLD website, or the Dubai Rest app and log in (if you have an account). Then, submit the above documents and fill in the details. Your request with be reviewed by the DLD, after which notifications will be sent on approval or rejection. Once your application is approved, you can view the details of your property on Mollak.

Ensure you pay your RERA service charges regularly and have a certificate of good conduct addressing RERA from the Dubai Police.
There are two ways to pay your property’s services charges. One, in the regulatory bank account and sending the paid invoice slip to the management company via email. The second, using Noqodi wallet, credit card, or net banking.
Registering Facility Management Companies
Management companies can register themselves on Mollak for administrative purposes. To do this, the company should submit its name, logo image, photo of the company’s manager, certificate of experience and photos of the Director of owners affairs, finance manager and director of facility management to Mollak.
The company’s employees should also have residency visa for expats, good conduct and practice certificates addressing RERA from the Dubai Police.
